What an exciting project. 

Following FADGI is always a sound choice. If your scanner/camera can handle higher PPI, I would go with 400-600 if possible. If I were digitizing something similar, I would make my master file a TIF. This format is a lot simpler than PDF/A, and allows for more flexibility of use down the line if you need the photos for any other reason (for example, printing a surrogate for an exhibit). I would then use the TIF to create a PDF/A as my access copy. This is when I'd do the OCR.

Dear Colleagues,

I am in the early planning stages of digitizing a collection of internal employee newsletters that were published between 1973-2014. My plan is to follow the FADGI guideline 3.5 Documents (Unbound): Modern Textual Records and to create the master file as a PDF/A at a resolution of 300 PPI, 24 bit color in an Adobe RGB (1998) color space.

Some further background: I have inventoried the collection and performed a condition assessment to find the best available copies. Over the years, the publication changed in the format size (letter to tabloid).

Should I indicate the publication dimensions in the digitization plan?

This also has given me a chance to understand the topics that are repeated from issue to issue such as named awards, events, construction of new buildings, etc.

Currently, we do not have a database system in place but plan to create a spreadsheet using Dublin Core metadata schema to capture minimum required fields such as title, date, etc.

I have the  following questions that I hope the collective wisdom can help me address based on prior experience:

Is the above plan for creating the digital master file a sound one?
Do you apply OCR at the initial scanning stage or do you create an access copy with OCR applied?

Any other wisdom will be greatly appreciated!
