[Ohiodig] Alternate (read: FREE) options to Acrobat/OCR?

Hi all-

A friend of mine recently moved to a position at another institution and they do not have the professional license for Acrobat.

They are asking:

"Do you know of a free software that works for ocr and pdf creation /editing? (and bonus if it would also run an accessibility check)"

Any ideas from the hive mind?

We have used something here in the past for OCR that is open source, though it takes some programming chops, and I'm hoping someone might be familiar with something else.
