The guidelines aim to provide a checklist and indications of practical experience for libraries looking to set up partnerships—including across borders—to digitize and share materials from scattered or displaced collections.

Rather than be prescriptive, the guidelines identify things planners need to take into consideration, which apply in almost all cases, regardless of the level of ambition or resources available.
